The New System

As I mentioned in the text about democracy I would like to implement schools for the education of politicians and tests to determine who the most suitable leader is. The leadership of the future is to be completely transparent and open to the view and scrutiny of the general public.

The new system will be a global four-legged organization comprising from the top; Level 1: A command group in over-all command. Level 2: A council of scientists and a judicial council. 3: Five ministries; The Ministry of Information Coordination and Order, The Ministry of Law, The Ministry of Justice, The Ministry of Science and The Ministry of Resource Management. The system is when applicable propagated from global to local level to suit the local needs of the people.

The system's purpose is not to control, but to serve and protect. Direct command of the people is justified only in times of crisis or to the benefit of the people. Tasking is primarily done via mission orders tactics. I.e. by specifying goals and purposes, leaving the tasked unit to come up with a solution, presuming the right experience and assets are available.

Note that this system will be a state of affairs to strive for and that the movement will not take this shape before it has grown substantially in both size and influence. It is, on the contrary, vital that we do not become too fixated in a certain organizational structure in the beginning as this will inhibit flexibility and possibly cause collapse if the wrong positions are occupied by the wrong persons. More information on this matter is found in the chapter about guidelines for a successful change in the following volume.

EARTH GUIDANCE GROUP - EGG

The EGG is tasked with over-all command of the planet, and consists of a commander and individuals from different countries who have gone through rigorous education and training to be entrusted to their positions of power. The leader, the commander is chosen by the people every four years.

NOTABLE MEMBERS AND SECTIONS

Commander: Over-all commander, tasked with foreign politics and defense matters. If necessary tasks the Minister of Internal Affairs.

Vice Commander: Supports the commander and replaces the commander if the commander is temporarily or permanently unable to perform appointed tasks.

Minister of Internal Affairs: Tasked with internal affairs

Vice Minister of Internal Affairs: Supports the minister and replaces the minister if the minister is temporarily or permanently unable to perform appointed tasks.

Chief of Staff: Controls the staff of the EGG

The staff is divided into three groups

• Vanguard: Tasked with planning ahead and reporting about upcoming challenges and possibilities.
• Present: Tasked with monitoring current events and suggesting courses of action.
• Evaluation: Tasked with evaluating performed jobs and suggesting improvement.

The EGG is to make use of experts for decision making whenever suitable.

The Commander may in times of severe crisis disregard a veto by the Ministry of Law to allow for rapid decision making.

COUNCIL OF SCIENTISTS - CoS

The council consists of the Earth's leading scientists from different areas of interest, scientists willing to speak out the way they see the world even if it differs from the way people want to see it.

. The council has three primary tasks.

• Provide relevant information to the command group.
• Veto actions by the ECG that will violate the limits of the Earth.
• Control the ministry of science.

JUDICIAL COUNCIL - JC

The Judicial Council consists of a Chief Judge elected by popular vote every 4 years and a staff of judges chosen by the Chief Judge.

The Judicial Council has three primary tasks.

• Judge according to laws implemented by the Ministry of Law.
• Control the Ministry of Justice.
• Monitor the CGE.

MINISTRY OF INFORMATION COMMAND AND ORDER - MICO

The Ministry of Command and Order consists of the following departments. The system is then propagated throughout the world in a pyramid pattern increasingly suited to local conditions at lower levels.

• Law Enforcement

MINISTRY OF LAW - MoL

The ministry of law is responsible for the law making of the system and is manned through the process of popular vote every four years. The MoL may veto decisions by the ECG with no less than 2/3 majority. The MoL also suggests ministers of internal affairs for the ECG.

MINISTRY OF JUSTICE - MoJ

TASKING

• Judge according to laws implemented by the Ministry of Law.
• Coordinate and delegate tasking to regional and local courts.

MINISTRY OF SCIENCE - MoS

The ministry of science is made up of scientists in different fields.

TASKING

1. Carry out orders given by the Council of Scientists.

2. Support the Council of Scientists.

2. Detach scientist to the Council of Scientists.

2. Monitor and update the global database.

THE GLOBAL DATABASE - GDB

The GDB is a database that contains all information compiled by man, and is accessible and searchable by everyone, but age-limited for information than can be harmful to minors. It can be likened to a bigger version of today's Wikipedia or might even be an evolved form of it.

MINISTRY OF RESOURCE MANAGEMENT - MRM

The Ministry of Resource Management consists of a staff and four departments. The system is propagated throughout the world in a pyramid pattern. Its task is to monitor natural resources, energy supply and at which they regenerate, so that they can be used as efficiently as possible by all the population.

• Department of Resource Monitoring
• Department of Construction and Production
• Department of Demand
• Department of Logistics

The Department of Resource Monitoring's task is to monitor natural resources, energy supply and at which they regenerate. From this it then sets limits for the rest of the world's systems.

The Department of Construction and Production's task is to construct and produce assets to the meet the demands of the Earth's different systems.

The Department of Demand's task is to monitor the needs of the rest of the system and the well being of the population. Healthcare resources will also be located under this department.

The Department of Logistics' task is to ensure that desired assets arrive at their destination in the most efficient way.

VOTING

Voting in the new system should be more spontaneous than in most old democratic systems. A direct vote could be initiated because of popular demand and it could be about anything that the people regard worthy of an election. Voting should also be done on separate levels on area dependent questions to allow flexibility and adaptability to local conditions. All individuals of the age 18 and above have the right to vote and each vote has the same value. The aim though, is that open relations between the people and the leading positions will allow for smooth governance without bothering everyday life to an inconvenient amount.
